Overview: Adopting the resolution allows staff to install calming devices on North Roberson Street between West Rosemary Street and Mitchell Lane. This recommendation responds to a petition by Eugene Farrar at the March 8, 2023 Council meeting.

 

Recommendation(s):

That the Council adopt the resolution, authorizing staff to install traffic calming devices and related signage on North Roberson Street between West Rosemary Street and Mitchell Lane.

 

Key Issues:

                     The Town maintains North Roberson Street.

                     Residents have expressed concern about speeding in the vicinity of Hargraves Community Center.

                     A March 2023 speed survey showed that 24 percent of vehicles exceeded the posted 25 mph speed limit.  Two vehicles were recorded traveling 50 to 60 mph; both occurred in the 1 to 2 pm period when youth are likely to be at Hargraves Community Center.

                     If authorized, staff will install plastic bollards and related signs on North Roberson Street.

                     Town staff reviewed the concern and are amenable to the ordinance changes.

                     Town staff will monitor conditions after installation and make revisions if necessary.

 

Fiscal Impact/Resources:

We estimate it will cost the Town $500 in staff time and supplies (bollards, signs), to be funded by the Traffic Engineering Division operating budget.

A RESOLUTION AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES ON NORTH ROBERSON STREET (2023-06-21/R-3)

 

WHEREAS, the Council of the Town of Chapel Hill is concerned about vehicular and nonvehicular safety and mobility on Town streets; and

 

WHEREAS, residents have expressed concern about speeding in the vicinity of Hargraves Community Center; and

 

WHEREAS, a March 2023 speed survey showed that 24 percent of vehicles exceeded the posted 25 mph speed limit.  Two vehicles were recorded traveling 50 to 60 mph; both occurred in the 1 to 2 pm period when youth are likely to be at Hargraves Community Center.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to proceed with the installation of traffic control devices on North Roberson Street between West Rosemary Street and Mitchell Lane.

 

BE IT FURTHER RESOLVED that Town staff will monitor conditions after installation and make revisions if necessary.
