Overview: In support of the Town’s commitment to a vibrant and inclusive community and the Library’s commitment to continually improving user experiences, the Chapel Hill Public Library Foundation has pledged a restricted gift of $150,000 to the Town. The Foundation’s gift is made possible by contributions from the estate of Andrea Rohrbacher and the Cornelia Spencer Love Trust. This gift will fund the purchase of flexible, functional new furnishings to support people working and studying on the lower level of the Library. Funds will also support updates and community access to the Library’s digital media lab service. Enacting the attached budget ordinance amendment will recognize and appropriate these funds to the FY 2022 Library Gift Fund.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2021” (2021-11-10/O-1)
WHEREAS, the Town recognizes the importance of charitable and planned giving to supplement the Library’s annual budget and support the Library’s mission; and
WHEREAS, the Chapel Hill Public Library Foundation, a 501 (c)(3) non-profit organization was established in 1996 to support and enrich the capabilities, resources, and services of the Chapel Hill Public Library; and
WHEREAS, the Cornelia Spencer Love Trust was established in 1985 to provide for the needs of the Chapel Hill Public Library; and
WHEREAS, the assets of the Cornelia Spencer Love Trust were transferred to the Foundation pursuant to Council resolution (99-2-8/R-9) and a Memorandum of Understanding signed by the Town, the Love trustee, and the Foundation in 1999; and
WHEREAS, the Foundation is engaged in planned giving activities on behalf of the Library, including the receipt of gifts in the form of cash and non-cash items for the benefit of the Library; and
WHEREAS, the Foundation wishes to make a restricted gift of $150,000 from the estate of Andrea Rohrbacher and the Cornelia Spencer Love Trust; and
WHEREAS, the Library agrees to use the restricted funds to purchase flexible, functional new furnishings to support people working and studying on the lower level of the Library, and to support updates and improvements to the Library’s digital media lab service.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Chapel Hill that the Council enact a budget ordinance amendment appropriating a gift of $150,000 from the Chapel Hill Public Library Foundation to the FY 2022 Library Gift Fund Budget.
BE IT FURTHER ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2021” as duly adopted on June 9, 2021, be and the same is hereby amended as follows:
