STAFF RECOMMENDATION

Staff recommends that Council approve donation of surplus lockers to Chatham Community Library so that the lockers may continue to serve the larger community.

LEGISLATIVE CONTEXT

In accordance with North Carolina General Statute §160A-274, the Town of Chapel Hill intends to transfer said pick-up lockers to Chatham Community Library.

BACKGROUND AND CONTEXT

University Place informed CHPL that our holds pick-up lockers located on their property must be removed by January 1, 2026 due to renovations. The removal of the lockers to surplus cost the library an unexpected $9,000. In working with D-Tech to deinstall the lockers we learned that they were at “end of life” and had flood damages in the bottom two rows. As these lockers were purchased with grant funds provided by the State Library of North Carolina, one of the options given for disposal was to locate another library institution willing to accept the materials as is. Chatham Community Library reached out with their interest in the lockers, they already have one set and have an existing contract with D-Tech, making them an ideal candidate to use our lockers to further their reach within Chatham County.

TRADEOFFS, ALTERNATIVES, IMPACTS

In reviewing the impact of the holds pick-up lockers within Chapel Hill, it was found that materials circulating through the lockers accounted for only 1% of total circulation. In addition, most items were picked up during library operating hours; this did not support our goal that the lockers allowed community members to access holds 24/7, as intended.

FINANCIAL IMPACT

The lockers cost approximately $6,000 per year via contract with D-Tech for software and maintenance. These savings can be utilized within CHPL to provide more direct benefits to library users.
