Overview: Hurricane Florence and its aftermath caused significant damage to public infrastructure, private residences, and business and commercial operations in addition to an increased demand for public services during preparation and recovery activities. Orange County has been included in the Federal Emergency Management Agency (FEMA)’s disaster declaration for Hurricane Florence, making the Town eligible to apply for assistance for storm-related recovery activities. The State of North Carolina requires that the Council appoint agents to act on the Town’s behalf during the Hurricane Florence assistance application process.

That the Council adopt the resolution designating Vencelin Harris, Emergency Management Coordinator, and Matthew Sullivan, Fire Chief, as agents to act on the Town’s behalf during the Hurricane Florence assistance application process.

A RESOLUTION AUTHORIZING TOWN OF CHAPEL HILL AGENTS TO REPRESENT AND ACT FOR THE TOWN IN DEALINGS WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR DISASTER ASSISTANCE (2018-11-14/R-2)
WHEREAS, Hurricane Florence and its aftermath caused significant damage to public infrastructure, private residences, and business and commercial operations in addition to an increased demand for public services during preparation and recovery activities; and
WHEREAS, the Mayor issued a proclamation declaring a state of emergency in the Town of Chapel Hill in the aftermath of the storm on September 20th and Orange County was included in the Federal Disaster Declaration (FEMA-4393-DR) on October 14th, qualifying the Town to apply for disaster assistance through the Federal Emergency Management Agency (FEMA); and
WHEREAS, Vencelin Harris, Emergency Management Coordinator and Matthew Sullivan, Fire Chief, have led emergency operations related to storm recovery.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes Vencelin Harris and Matthew Sullivan to represent and act for the Town in all dealings with the State of North Carolina and the Federal Emergency Management Agency (FEMA) for matters pertaining to Hurricane Florence disaster assistance, as required.
