STAFF RECOMMENDATION

Adopt the resolution to call a legislative hearing to consider amending the Land Use Management Ordinance, Articles 3, 4, and 5 on May 21, 2025.

PROCEDURAL CONTEXT

The Land Use Management Ordinance (LUMO), Town Code Appendix A Section 8.1 requires the Town Council, in its legislative capacity, to consider proposed amendments to the LUMO.

BACKGROUND AND CONTEXT

Staff has identified several changes to the Historic Rogers Road Neighborhood Housing and Employment Mixed-Use (HR-X) Subdistrict. These changes include:

                     Development standards, including a traffic impact analysis process and transition areas;

                     Modifying Article 3 Use Matrix Table 3.7-1 to consider additional/modified uses;

                     Modifying Article 3 Dimensional standards Table 3.8-1 within the Housing and Employment Subdistrict (HR-X);

                     Modifying Article 4 to change the entitlement process for projects in the Housing and Employment Subdistrict (HR-X);

                     Modifying Article 5 to change the minimum parking requirements.

A RESOLUTION CALLING A LEGISLATIVE HEARING TO CONSIDER A LAND USE MANAGEMENT ORDINANCE TEXT AMENDMENT REGARDING UPDATES TO STANDARDS AND PROCEDURES IN THE HISTORIC ROGERS ROAD NEIGHBORHOOD ZONING SUBDISTRICTS AND RELATED TO ARTICLES 3, 4, AND 5 FOR MAY 21, 2025 (2025-04-23/R-2).

 

WHEREAS, in 2019, the Council of the Town of Chapel Hill amended the Land Use Management Ordinance to respond to a community vision and established the Historic Rogers Road Neighborhood District and four associated Subdistricts; and

 

WHEREAS, since 2019, the Historic Rogers Road Neighborhood Housing and Employment Mixed-Use (HR-X) and Conservation (HR-C) Subdistricts have not been applied to any properties; and 

 

WHEREAS, the proposed changes to the Housing and Employment Mixed-Use (HR-X) Subdistrict may facilitate the use of the Subdistrict within the Historic Rogers Road Neighborhood; and 

 

WHEREAS, staff is recommending modifications to the Subdistrict to provide opportunities to create the community vision for the neighborhood.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council calls a Legislative Hearing for consideration of Land Use Management Ordinance Text Amendments regarding Articles 3, 4, and 5 on May 21, 2025, at 6:00 p.m. in the Council Chamber, Town Hall, 405 Martin Luther King, Jr. Blvd.
