PROCEDURAL CONTEXT

The Land Use Management Ordinance (LUMO), Town Code Appendix A Section 8.1 requires the Town Council, in its legislative capacity, to consider proposed amendments to the LUMO.

BACKGROUND AND CONTEXT

The proposed rule revisions would reduce the numbers for members seats, quorum, and voting thresholds, and provide alternatives for administrative review if a Board does not have enough members to meet. Please see the Staff Report for more information.

TRADEOFFS, ALTERNATIVES, IMPACTS

Spring advertisement for Advisory Board members is currently underway, and staff are in coordination so that upcoming appointments can be aligned with the outcomes of this text amendment process. We are also preparing proposed revisions to the Advisory Board Membership Policy so that the policy stays aligned with LUMO. Please see the Staff Report for more information about tradeoffs.

COMPLETE COMMUNITY CONNECTION

The proposal supports goals of the Complete Community Strategy such as Plan for the Future Strategically and Plan for Excellence in the Public Realm. Please see the Staff Report for more information.

DIVERSITY, EQUITY, INCLUSION

The proposal is consistent with the Town’s commitment to equitable engagement and related efforts to ground communications and community engagement work in the principles of equity.

COMMUNITY ENGAGEMENT

Staff have provided notice of this hearing according to LUMO requirements. Please see the Staff Report for more information.
