That the Council:
• Enact the attached budget ordinance amendment to adjust the Climate Action Fund and Grants Fund; and
• Enact the attached project ordinance amendments to adjust the Community Development Block Grant Fund and the 2024 Streets & Sidewalks Bond Fund.

ACTION/DECISION POINTS*
By enacting the budget ordinance amendment, the Council adjusts the budgets for the Climate Action Fund and the Grants Fund. By enacting the project ordinance amendments, the Council adjusts the budget for the Community Development Block Grant Fund and the 2024 Streets & Sidewalks Bond Fund.
LEGISLATIVE CONTEXT*
After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in state statute 159-15.
BACKGROUND AND CONTEXT*
Climate Action Fund:
Carryforward from prior year - Enactment of the attached budget ordinance amendment would reduce appropriated fund balance and the corresponding expenditures in the Climate Action Fund by $2,153 for the amount that should not have carried forward from FY 2024 to FY 2025.
Grants Fund:
Mobile Crisis Unit Grant year 2 amendment - Enactment of the attached budget ordinance amendment would recognize and allocate the additional $135,513 in grant funds passed through Orange County.
Community Development Block Grant Fund:
2020 CDBG - Coronavirus Grant - Enactment of the attached project ordinance amendment would unrecognize and unappropriate the remaining $6 in grant funds.
2024 Streets & Sidewalks Bond Fund:
Community Project Funding - Enactment of the attached project ordinance would recognize and appropriate the $500,000 in grant funding for the Ephesus Church Road Sidewalk Replacement project.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2024” (2025-06-25/O-6)
BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2024” as duly adopted on June 5, 2024, be and the same is hereby amended as follows:

AN ORDINANCE TO AMEND THE COMMUNITY DEVELOPMENT ENTITLEMENT GRANT-CORONAVIRUS FUNDS PROJECT ORDINANCE (2025-06-25/O-7)
BE IT ORDAINED by the Council of the Town of Chapel Hill that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby amended:
“SECTION I
The projects authorized are the Community Development projects as approved by the Council on April 29, 2020: funds are as contained in the Funding Approval and Grant Agreement between the Town and the U.S. Department of Housing and Urban Development (HUD). The projects are known more familiarly as the Coronavirus Entitlement Community Development Block Grant. The grant activities include homelessness case management and rental and homeownership assistance.
SECTION II
The Manager of the Town of Chapel Hill is hereby directed to proceed with the grant project within the terms of the grant document(s), the rules and regulations of the U.S. Department of Housing and Urban Development, and the budget contained herein.
SECTION III
The following revenues are anticipated to be available to complete the project:

Amounts appropriated for projects are as follows:

The Director of Business Management is hereby directed to maintain within the Grant Project Fund sufficient specific detailed accounting records to provide the accounting to the U.S. Department of Housing and Urban Development as required by the grant agreement(s) and Federal and State regulations.
SECTION VI
The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Budget and shall keep the Council informed of any unusual occurrences.
SECTION VII
Copies of this amended projects ordinance shall be entered into the minutes of the Council and copies shall be filed within five days of adoption with the Manager, Business Management Director and Town Clerk.”

AN ORDINANCE TO AMEND A CAPITAL PROJECTS ORDINANCE FOR STREETS & SIDEWALKS PROJECTS FUNDED FROM 2024 GENERAL OBLIGATION BONDS (2025-06-25/O-8)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 49 of Chapter 159 of the General Statutes of North Carolina, the following capital project hereby amended for streets & sidewalks projects funded from the 2024 General Obligation Bonds.
“SECTION I
The capital projects as authorized by General Statute, and as determined by the Town Council, includes the capital costs of streets & sidewalks.
SECTION II
The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of these projects within terms of funds appropriated here.
SECTION III
Revenues anticipated to be available to the Town to complete the project are hereby amended as follows:
