Overview: At the February 6, 2019 <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=3852082&GUID=8BE4828A-8FD4-4B4B-9716-ED3A5107406F&Options=&Search=> Council work session, Town Staff gave a presentation on downtown parking. Based upon a recent parking study, there will be a need for an additional parking spaces in downtown, soonest on the east side. Several options were presented to meet this need that included an additional 100 parking spaces to accompany the repair to the top surface of the Wallace Deck. The repair is estimated to cost $1.8 million and to add the parking spaces will cost approximately $600,000. The benefit to the Town for proceeding with this option is low cost parking at a Town-owned facility on an area that will be worked on due to the necessary repair.

Recommendation(s): |
That the Council receive a presentation on the additional parking option on Wallace Deck and adopt the Resolution to authorize the Town Manager to include additional parking with the repair.
Key Issues:
• The top surface (plaza level) of the deck requires a repair at an estimated cost of $1.8 million.
• The parking presentation at the February 6th, 2019 work session indicated the need for additional parking spaces downtown based on a recent parking study. The study showed that the east side of downtown has the most immediate need for additional parking.
• The presentation included several options to help meet that need, one being additional parking at the Wallace Deck. By constructing new parking spaces as part of the project to repair the deck, approximately 100 parking spaces could be added for an additional cost of $600,000. The total would be approximately $2.4 for both repair and parking.
• If the parking option is not approved, a roof will be installed in place of the plaza as the best method to protect the structure from future damage.
Fiscal Impact/Resources: The top level parking option is estimated to cost $600,000 in addition to the $1.8 million for the repair. The funding for this $2.4 million is included in the financing plan for the Municipal Services Center Project.
