STAFF RECOMMENDATION*

That the Council:

                     Enact the attached budget ordinance amendment to adjust the General Fund, Grants Fund, Capital Improvements (CIP) Fund, Debt Fund, Transit Fund, Stormwater Fund, and Public Housing Fund; and

                     Enact the attached project ordinance amendments to adjust the Affordable Housing Fund and Transit Grants Fund.

ACTION/DECISION POINTS*

By enacting the budget ordinance amendment, the Council adjusts the budgets for the General Fund, Grants Fund, Capital Improvements (CIP) Fund, Debt Fund, Transit Fund, Stormwater Fund, and Public Housing Fund.  By enacting the project ordinance amendments, the Council adjusts the budget for the Affordable Housing Fund and Transit Grants Fund.

LEGISLATIVE CONTEXT*

After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in North Carolina General Statute §159-15.

BACKGROUND AND CONTEXT*

General Fund:

Fire Water Rescue Truck - Enactment of the attached budget ordinance amendment recognizes and appropriates $69,050 in insurance proceeds for the purchase of a replacement Fire Water Rescue Truck.

Durham Technical Community College (DTCC) reimbursement - Enactment of the attached budget ordinance amendment recognizes and appropriates $24,550 in reimbursement funding from DTCC towards training supplies.

Grants Fund/CIP Fund:

Safe Routes to School Grant - Enactment of the attached budget ordinance amendment recognizes and allocates $124,000 in federal funding for the Safe Routes to School program as well as a local match from the bike/ped allocation in the Capital Improvements Fund in the amount of $31,000.

Debt Fund:

Debt Service Payments - Enactment of the attached budget ordinance amendment allocates $219,361 in reserve and appropriates $622,500 in fund balance to pay the FY 2026 principal ($535,000) and interest ($306,861) on the Series 2025 General Obligation Bonds issued in June 2025.

Stormwater Fund:

Fund Balance Appropriation - Enactment of the attached budget ordinance amendment appropriates $1,000,000 for design and engineering services related to current stormwater projects, FEMA program implantation, and the construction of pipe replacement projects.

Public Housing Fund:

Tropical Storm Chantal - Enactment of the attached budget ordinance amendment recognizes $653,457 in insurance proceeds and appropriates $1,582,185 in fund balance (as an interim measure until we know total project costs and the amount that FEMA will reimburse) for costs related to Tropical Storm Chantal.

Affordable Housing Fund:

Revenue in Lieu - Enactment of the attached project ordinance amendment recognizes and appropriates $1,150,000 in Revenue in Lieu from the Hillmont Residential Project to support eligible affordable housing development and/or preservation activities and projects.

Interest Income - Enactment of the attached project ordinance amendment would recognize and allocate $33,849 in interest income for the Town’s Affordable Housing Plan.

Transit Grants Fund/Transit Fund:

Additional Local Match - Enactment of the attached project ordinance amendment recognizes and appropriates an additional $23,000 local match from the Transit Fund for the Section 5339 grant that was used for purchasing an additional charging unit for battery electric buses.

Community Project Funding - Enactment of the attached project ordinance amendment recognizes and allocates $2,000,000 in FTA Community Project Funding as well a local match of $500,000 from the Transit Fund to purchase two zero-emission electric buses and charging stations.

Block Grant Directo Attributable Program (BGDA) - Enactment of the attached project ordinance amendment recognizes and allocates $361,000 in FTA funds as well as a local match of $90,250 from the Transit Fund for bus stop accessibility, safety, and security efforts.
