body
ACTION/DECISION POINTS*
Council is asked to approve the extension of the terms for Planning Commission members Jonathan Mitchell and Elizabeth Losos through June 30, 2027.
LEGISLATIVE CONTEXT*
Town Ordinance Appendix A, Article 8.2 <https://library.municode.com/nc/chapel_hill/codes/code_of_ordinances?nodeId=PTIICO_APXALAUSMA_ART8ADME_8.2PLCO> outlines the structure and purpose of the Planning Commission. The Advisory Board Membership Policy <https://www.chapelhillnc.gov/Town-Government/Boards-Commissions> states that extending a member’s term by an additional year requires Council approval through a resolution to support the completion of ongoing projects.
BACKGROUND AND CONTEXT*
Jonathan Mitchell and Elizabeth Losos began serving on the Planning Commission in 2020. Both have served continuously through the LUMO rewrite process and have become key contributors to the project’s long-term development and review. Their current terms are set to expire on June 30, 2026. The LUMO rewrite is approaching its final phase, and maintaining continuity among experienced Commission members will help support an efficient and informed completion of the process. Extending these members’ terms by one year will allow their participation through the anticipated conclusion of the rewrite.
TRADEOFFS, ALTERNATIVES, IMPACTS
If the terms are not extended, new appointees would join the Planning Commission during the final stages of a complex multi‑year project, reducing continuity and requiring additional onboarding. Extending the terms minimizes disruption and preserves institutional knowledge.
