Overview: Parks and Recreation Department staff have prepared a grant application for the 2022 North Carolina Parks and Recreation Trust Fund for Parks Accessibility Grant for the Cedar Falls Park Tennis Court Renovation Project. This matching grant of up to $500,000 can be used to build new facilities or adapt existing facilities that meet the unique needs of children and/or veterans with physical and developmental disabilities. The final application is due November 1, 2022. Council authorization of the grant application is required in order to apply. Should the Council authorize the application the Mayor will then be asked to sign the 2022 Basic Facts and Assurance form for the AFP.

Parks and Recreation believes this grant presents a unique opportunity to support the department’s inclusion efforts.  This project will make Cedar Falls tennis facility fully accessible and enable it to host different tennis programs for individuals of all abilities, including adaptive tennis and Special Olympics.

 

Recommendation(s):

That the Council adopt the resolution approving the Cedar Falls Park Tennis Court Renovation project grant application to the North Carolina Parks and Recreation Trust Fund in the amount of $500,000.

Fiscal Impact/Resources:

If awarded the $500,000, the Town will need to provide a match amount using the $791,229 in existing funding from the 2021 Two-Thirds bond and the 2015 general obligation bond that has been previously allocated for the Cedar Falls Tennis Court Renovation Project and certify that the grant funds will be available within three years of applying.

Based on an engineer’s recent opinion of probable costs, this project currently has an anticipated funding gap of $992,877. Receipt of this grant would help to address a significant portion of this gap.

A RESOLUTION SUPPORTING A GRANT APPLICATION FOR THE CEDAR FALLS TENNIS COURT RENOVATION PROJECT GRANT APPLICATION TO THE NORTH CAROLINA PARKS AND RECREATION TRUST FUND FOR ACCESSIBILITY FOR PARKS PROGRAM (2022-10-19/R-2)

 

WHEREAS, he Town of Chapel Hill Parks and Recreation Department (herein called the “Agency”) has completed an application for the Cedar Falls Tennis Court renovation Project 2022 North Carolina Parks and Recreation Trust Fund For Accessibility For Parks Grant and that the Council of the Town of Chapel Hill (herein called the “Governing Body”) has thoroughly considered the problem identified and has reviewed the project as described in the application.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill in open meeting assembled in the Town of Chapel Hill, North Carolina:

1)                     That the project referenced above is in the best interest of the Governing Body and the general public; and

2)                     That Marcia Purvis, Principal Planner Parks and Recreation Department, is authorized to file, on behalf of the Governing Body, an application in the form prescribed by the 2022 North Carolina Parks and Recreation Trust Fund For Accessibility Parks Grant for funding in the amount of $500,000 to be made to the Governing Body to assist in defraying the cost of the project described in the application; and

3)                     That the Governing Body has formally appropriated the cash ($791,229) to be used to satisfy the requirements of the grant application; and

4)                     That certified copies of this resolution and the 2022 Basic Facts and Assurances Form signed by the Mayor be included as part of the grant application; and

5)                     That this resolution shall take effect immediately upon its adoption.
