Overview: This item provides an overview of the Human Services Advisory Board’s recommended funding plan for the additional $28,691 that the Town Council approved in the Fiscal Year 2024 budget for the Human Services Program <https://www.townofchapelhill.org/government/departments-services/housing-and-community/funding/human-services-program> and the reallocation of $6,000 awarded to the Art Therapy Institute. This item also provides a brief update on the implementation of the racial equity assessment of the Human Services Program completed in the fall of 2022.

 

Recommendation(s):

That the Council adopt the recommended funding plan, consistent with the Human Services Advisory Board’s recommendation.

 

Overview of Recommended Funding Plan: When the board made their initial recommendation, they identified agencies that they would have liked to fully fund and prioritized those agencies for this additional amount of funding. The HSAB recommends allocating the $34,691 to the agencies listed below.

Racial Equity Assessment Update

 

Last fall, staff completed a Racial Equity Assessment  <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=5955317&GUID=2DE40C52-7E2D-48C0-9FAA-8F19CDD45BA9>of the Human Services Program. Staff have made progress implementing many of the recommendations that came out of the assessment, as outlined below: 

 

                     Conducted racial equity training for nonprofits and board members.

                     Created guidelines for upfront payments in FY25 to nonprofits requesting $5,000 or less in Human Services funding. This will allow smaller, newer, and potentially less established organizations to apply and potentially diversify the agencies the Town supports.

                     Revised the funding application to transition to an online platform.  Implementing an online application and reporting system will be a more efficient process for applicants and staff. 

                     Changed the demographic data collected in the application to reflect indicators used by the Census for better longitudinal tracking.

                     Amended the Scoring Rubric to reflect racial equity questions asked in the Outside Agency Application.

A RESOLUTION APPROVING THE HUMAN SERVICES ADVISORY BOARD RECOMMENDED ADDITIONAL FY2024 FUNDING PLAN (2023-09-27/R-3)

 

WHEREAS, on June 7, 2023, the Council approved allocations for performance agreements with human services agencies for FY2023-24; and; and

 

WHEREAS, the Council appropriated $28,691 in additional Human Services funding for fiscal year 2024; and

WHEREAS, the Council reallocates the $6,000 awarded to the Art Therapy Institute to another project, since the organization no longer needed the funding previously awarded by the Town.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby approves the following allocations for performance agreements with human service agencies in 2023-24 to address the community’s human service needs identified by the Human Services Advisory Board:
