Overview: Enacting the ordinance will allow staff to remove stops signs and install yield signs as a traffic calming measure to reduce speed.  The yield signs will support the installation of a mini-traffic circle in the center of the intersection.  This recommendation is in response to speeding concerns expressed by several residents.

 

Recommendation(s):

That the Council enact the attached ordinance, which would amend and remove stop signs at Redbud Road at Honeysuckle Road and Redbud Lane at Honeysuckle Road.

 

Key Issues:

                     The Town maintains Redbud Road, Honeysuckle Road and Redbud Lane.

                     Currently it is a two-way stop intersection, and staff will pilot a mini-traffic circle to reduce speeding.

                     Residents have expressed concern about speeding.

                     General Statute 20-158.1 <https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_20/GS_20-158.1.pdf> provides the authority to erect yield signs.

                     Town staff reviewed the concern and recommends the changes.

 

Fiscal Impact/Resources:

The staff estimates the cost to be about $500 for removal of stop signs, installation of yield signs, and installation of mini traffic circle. The Traffic Engineering Division operating budget could absorb this cost.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING RIGHT-OF-WAY AND STOP REGULATIONS (2023-06-21/O-4)

 

WHEREAS, residents are concerned about speeding on Honeysuckle Road; and

 

WHEREAS, Town staff reviewed the concern and recommends the removal of the stop signs and the installation of a mini-traffic circle in the center of the intersection and yield signs on all approaches as a traffic calming measure to reduce speed; and

 

WHEREAS, General Statute 20-158.1 <https://www.ncleg.gov/EnactedLegislation/Statutes/PDF/BySection/Chapter_20/GS_20-158.1.pdf> provides the authority to erect yield signs.

 

NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Chapel Hill that Chapter 21, Article III, Section 21-13- Right-of-way and stop Regulations. of the Code of Ordinances, Town of Chapel Hill, North Carolina, is hereby amended to as follows:

 

Section 1. Section 21-13(a) of the Town Code of Ordinances, “Right-of-way and stop Regulations” be amended to eliminate the following as Stop Streets:

 

“Through Streets - Honeysuckle Road and Stop Street - Redbud Road

 

Through Streets - Honeysuckle Road and Stop Street - Redbud Lane “

 

 

Section 2. This ordinance shall become effective upon enactment.

By enacting the ordinance, the Council establishes the intersection as a yield on all four approaches at the intersection of Honeysuckle Road, Redbud Road, and Redbud Lane.
