Overview: The purpose of this item is to recommend that the Council award a bid to S.T. Wooten Corporation for street reconstruction of the Town-maintained portion of Friday Center Drive (from the intersection with NC-54 to just past the southern-most entrance to the William and Ida Friday Center Building).  The project will also include installation of ADA accessible ramps at the intersection of the northern entrance to Friday Center and the Marriott Hotel, restriping of the roadway to accommodate a five to six foot bike lane (consistent with the Bike Plan) on both sides of Friday Center Drive, and maintenance of the existing sidewalks and curb.

 

Recommendations:

That the Council:

                     Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, S.T. Wooten Corporation, in an amount of $725,000.

                     Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $800,000.

 

Key Issues

                     Friday Center is an important access to the heavily used UNC’s William and Ida Friday Center Complex, James T Hendrick Building, Cone-Kenfield Tennis Center, Courtyard Marriott Hotel, three park and ride lots, and multiple bus stops.

                     The earth under the street is not able to support the weight of the buses which explains the roughness of the surface and multiple repairs over the years.  To prevent future failures will require removal of all asphalt layers and the earth underneath be stabilized with concrete before being repaved.

                     The cost of the project includes a contributions from the Federal Government, UNC, and the Town. 

                     Design of this project was completed in March 2016. The North Carolina Department of Transportation and Federal High Administration completed their review in May 2017.

                     The Town advertised the project for bid on May 31, 2017, and held a mandatory pre-bid conference on June 7, 2017. The Town only received two bids on June 22, 2017, which is less than the minimum three bids required to open the bids as required per NCGS 143-132.   

                     The Town re-advertised the project for bid on October 27, 2017, and held a pre-bid conference on November 6, 2017. The Town received three bids on November 20, 2017.  Staff qualified S.T. Wooten Corporation as the lowest responsive, responsible bidder.

                     Staff anticipates that the contractor will begin the project May 13, 2018 with completion in mid-August 2018.

                     The Town’s Emergency Management Coordinator and the Communications and Public Affairs Department will work with other Town staff to provide updates on resurfacing in coordination with other major construction projects in Town.                      During the project, the contractor will maintain full-access to all entrances along Friday Center Drive and at least one lane in both traffic directions at all times.

                     Scheduled bus routes on Friday Center Drive will continue uninterrupted.

 

Fiscal Impact/Resources: The project budget comes from federal funds received through the Metropolitan Planning Organization (MPO) in the amount of $452,000, a contribution from UNC in the amount of $100,000, the Town’s local match and 2015 Streets and Sidewalk Bond funds in the amount of $248,000.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH S.T.WOOTEN IN AN AMOUNT OF $725,000 FOR THE FRIDAY CENTER DRIVE RECONSTRUCTION PROJECT (2018-01-24/R-2)

 

WHEREAS, the Town of Chapel Hill solicited formal bids for Friday Center Drive street reconstruction on the Town website on November 6, 2017 in accordance with N.C. General Statute Sec. 143-129; and

 

WHEREAS, the Town of Chapel Hill held a pre-bid conference on November 6, 2017; and

 

WHEREAS, three responsive bids were received and opened on November 20, 2017;

 

WHEREAS, the responsive bids were evaluated and S.T. Wooten Corporation was determined to be the lowest responsive, responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, S.T. Wooten Corporation, in an amount of $725,000.

 

BE IT FURTHER RESOLVED that the Town Manager is authorized to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $800,000.
