Overview: The Town of Chapel Hill needs to meet the expectations of its funding partners, the University of North Carolina at Chapel Hill and the Town of Carrboro, by providing the best and most reliable transit services to its customers. To achieve this, the town has agreed with other parties to jointly acquire buses, parts, and equipment for public transit through an Interlocal Agreement (ILA). Recently, Chapel Hill Transit, City of Durham, and Research Triangle Regional Public Transportation Authority (GoTriangle) staff members completed a regional bus procurement solicitation to acquire heavy-duty transit buses, equipment, and parts. On September 14th, 2022, the Town Council approved the Town Manager to enter into an ILA to request bids for the purchase of transit buses. The solicitation process is now complete, and the Transit Staff have identified two vendors that meet the requirements of Federal and State procurement regulations.

 

Recommendation(s):

That the Council adopt the attached resolution authorizing the Manager to contract with both Gillig LLC and New Flyer to purchase 40 foot and 60-foot buses, respectively.

 

Decision Points:

                     The Town received two responsive bids to the solicitation.

                     Gillig LLC provided the lowest cost, technically acceptable offer for 40-foot transit buses.

                     New Flyer provided the lowest cost, technically acceptable offer for 60-foot transit buses.

 

Key Issues:

                     To fulfill the expectations of the funding partners, the Town of Chapel Hill must achieve its primary goal of providing the best and most reliable transit services possible to its customers.

                     The Town of Chapel Hill’s bus fleet continues to age, with over 25 heavy duty transit buses beyond their useful life as defined by Federal Transit Administration (FTA) guidelines and requires replacement at the quickest pace possible depending on funding availability to maintain its high customer service standards.

                     The contract allows for maximum flexibility to purchase diesel, hybrid and battery electric buses and is guided by input from the Chapel Hill Transit Partners Committee.

 

Fiscal Impact/Resources: The Contract is for blanket delivery of up to five years upon award with no guarantee of purchase. Purchases against the contract are made as Federal, State and Local funding becomes available and is authorized by Transit’s funding partners.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO CONTRACT WITH GILLIG LLC AND NEW FLYER FOR TRANSIT BUS PROCUREMENT (2023-10-11/R-3)

 

WHEREAS, the Town of Chapel Hill must procure replacement transit buses in order to achieve its goal of providing the best and most reliable transit services possible to its customers.; and

 

WHEREAS, on September 14, 2022, Town Council approved the Town Manager to enter into an ILA to solicit bids for the purchase of transit buses; and

 

WHEREAS, that solicitation is now complete, and Transit Staff have identified two vendors which are deemed both responsive and responsible to Federal and State procurement regulations.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to enter into contract with Gillig LLC and New Flyer for the procurement of transit buses.
