Overview: This opens the legislative hearing for a text amendment to the Land Use Management Ordinance (LUMO) related to payments-in-lieu for bicycle and pedestrian infrastructure. This amendment would direct when and how to accept payments-in-lieu from developments for bicycle and pedestrian infrastructure. Council is also asked to provide feedback on a draft resolution that would allow use of past payments-in-lieu for bicycle and pedestrian infrastructure.
In addition, Council is being asked to provide feedback on draft amendments to the Code of Ordinances intended to support the Vision Zero resolution (2021-10-13/R-2). The proposed changes would signal the Town’s commitment to Vision Zero and safe speeds on our roads. The changes include making 25 mph the default Town speed limit; establishing school zones at all Chapel Hill-Carrboro-City Schools in the Chapel Hill jurisdiction and setting a 20 mph speed limit within those zones; authorize Neighborhood Slow Zones, which are community-driven neighborhood-wide traffic calming measures; and adding a dooring ordinance to the Town Code.

Fiscal Impact/Resources: There are no fiscal impacts associated with the LUMO text amendment nor the amendments to the Code of Ordinances.
