Overview: The Police Department must replace obsolete standard-issue equipment for every police officer that is compatible with existing software platforms. Axon Enterprises, Inc. is the sole provider of this equipment for the Town.

That the Council adopt a resolution authorizing the Town Manager to negotiate and execute a sole source contract to purchase critical conducted energy equipment and supplies for police officers.
Key Issues:
• Police must replace current obsolete conducted energy equipment for all police officers, and it must be compatible and existing equipment and software
• The Town requires a second quote from vendors at this contract price.
• However, Axon Enterprises, Inc. is the sole provider of such equipment, software, and training.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE A SOLE SOURCE CONTRACT FOR HARDWARE AND SUPPLY PURCHASES WITH AXON ENTERPRISES, INC. (2023-01-25/R-4)
WHEREAS, the Town of Chapel Hill provides conducted energy equipment and training to every police officer; and
WHEREAS, to continue to meet the standard by replacing current obsolete equipment; and
WHEREAS, the replacement equipment and supplies must integrate with existing equipment and software and Axon Enterprises, Inc. is the sole provider of this equipment for the Town; and
WHEREAS, sole source purchases must be approved by the governing board of a political subdivision of the State pursuant to N.C.G.S. 143-129e (6).
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to negotiate and execute a sole source contract to purchase critical conducted energy equipment and supplies for police officers.
