Overview: In 2013 the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC-MPO), on behalf of the Town of Chapel Hill, submitted a project to the North Carolina Department of Transportation (NCDOT) transportation prioritization process to construct a roundabout at the intersection of Mt. Carmel Church Road and Bennett Road. The project was included in the 2016-2025 State Transportation Improvement Program, with construction scheduled to begin in summer 2018.
Town staff has worked with NCDOT over the past several years to finalize the design and negotiate bike-ped accommodations to be included with the project. NCDOT agreed to construct multiuse paths on all four corners of the intersection in exchange for right of way and permanent drainage/utility easements totaling approximately .3 acres of Town Property on the southwest corner of the intersection (see attached map).
The Municipal Agreement, Deed for Highway Right of Way, and Acknowledgement of Voluntary Donation of Property forms include this arrangement, and it is reflected in the attached resolution.

Recommendation(s): |
That the Council adopt the attached resolution authorizing the Town Manager to:
• enter into a Municipal Agreement with NCDOT for construction of a roundabout at Mt. Carmel Church Road and Bennett Road;
• sign a Deed for Highway Right of Way; and,
• sign an Acknowledgement of Voluntary Donation of Property.
Key Issues:
• NCDOT expects to let the project in June 2018, with an anticipated start date of August.
• Construction is expected to last a year; there will be no lane closures during peak hours and no night work unless specifically requested for a special circumstance.
• The multiuse paths will not connect to other bike-ped facilities at the time of construction, but are ultimately planned as part of a larger connected network.
Fiscal Impact/Resources: The Town does not have any fiscal responsibility for this project, other than the exchange of property for multiuse paths. The cost of the multiuse paths is estimated at $20,590.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ENTER INTO A MUNICIPAL AGREEMENT WITH NCDOT FOR CONSTRUCTION OF A ROUNDABOUT AT MT. CARMEL CHURCH ROAD AND BENNETT ROAD, SIGN A DEED FOR HIGHWAY RIGHT OF WAY, AND SIGN AN ACKNOWLEDGEMENT OF VOLUNTARY DONATION OF PROPERTY (2018-05-23/R-4)
WHEREAS, intersection improvements at Mt. Carmel Church Road and Bennett Road have been a priority for the Town for many years; and
WHEREAS, a roundabout at the intersection was included for funding in the 2016-2025 State Transportation Improvement Program, for construction in 2018; and
WHEREAS, Town staff has worked with NCDOT to finalize the design and negotiate bike-ped accommodations at the intersection; and
WHEREAS, the Town will provide .3 acres of right of way and permanent drainage/utility easement on the property on the southwest corner of the intersection in exchange for NCDOT construction of multiuse paths; and
WHEREAS, construction is anticipated to start on the roundabout in August 2018.
NOW, THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to enter into a Municipal Agreement with NCDOT for construction of a roundabout at Mt. Carmel Church Road and Bennett Road, sign a Deed for Highway Right of Way, and sign an Acknowledgement of Voluntary Donation of Property.
