Overview: The purpose of this item is to recommend that the Council award a bid to Carolina Sunrock, LLC for the construction of the Homestead and Seawell School Roads Sidewalk Improvements Project The project consists of 10’ wide sidewalk additions to both sides of Homestead Road from its intersection with Weaver Dairy Road Extension to Seawell School Road.  There will also be a sidewalk addition to Seawell School Road where it is missing near Homestead Road. 

 

Recommendations:

That the Council:

                     Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, Carolina Sunrock, LLC, in an amount of the submitted bid of $3,241,783.03.

                     Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the budgeted amount.

Key Issues

                     Homestead Road has seen many years of growth with several new residential developments around this project.

                     The cost of the project includes a contribution from North Carolina Department of Transportation in the amount of $1,040,000 with the Town’s local match of $260,000. 

                     The project will also include improvements on Seawell School Road near the intersection of Homestead Road.

                     The Town advertised the project for bid on March 14, 2023 and held a non-mandatory pre-bid conference on March 24, 2023. The Town only received two bids on April 11, 2023, which is less than the minimum three bids required to open the bids as required per NCGS 143-132.   

                     The Town re-advertised the project for bid on April 18, 2023 and held a non-mandatory pre-bid conference on April 28, 2023. The Town received two bids on May 10, 2023.  Staff qualified Carolina Sunrock, LLC as the lowest responsive, responsible bidder.

                     Staff anticipates that the contractor will begin the project in Summer 2023 with completion in mid to late Fall 2024.

Fiscal Impact/Resources: The project budget comes from federal funds in the amount of $1,040,000, the Town’s local match is $260,000, in addition to bond funds previously allocated to this project. We would need to reallocate part of the 2015 Streets and Sidewalk Bond funds from the Town’s Bolinwood Road Bridge Project to Homestead Road and Seawell School Road Sidewalk Improvements Project in the amount of $600,000 for a total budget of $3,443,686 including contingency.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH CAROLINA SUNROCK, LLC IN AN AMOUNT OF $3,241,783.03 FOR THE HOMESTEAD AND SEAWELL SCHOOL ROADS SIDEWALK PROJECT (2023-06-14/R-2)

 

WHEREAS, the Town of Chapel Hill solicited formal bids for Homestead and Seawell School Roads Sidewalk Improvements Project on the Town website on April 18, 2023 in accordance with N.C. General Statute Sec. 143-129; and

 

WHEREAS, the Town of Chapel Hill held a non-mandatory pre-bid conference on April 28, 2023; and

 

WHEREAS, two responsive bids were received and opened on May 10, 2023; and

 

WHEREAS, the responsive bids were evaluated and Carolina Sunrock, LLC was determined to be the lowest responsive, responsible bidder; and

 

WHEREAS, the Carolina Sunrock, LLC bid amount is $3,241,783.03; and

 

WHEREAS, the current budget for this project is $2,843,686; and

 

WHEREAS, the Town has entered in an agreement to receive funds from the Federal Highway Administration in the amount of $1,040,000 with a local match of $260,000; and

 

WHEREAS, the Town will amend its budget to re-allocate $600,000 of 2015 Streets and Sidewalk Bond funds to fully fund the project and meet the bid amount plus contingency.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, Carolina Sunrock, LLC, in an amount of $3,241,783.03.

 

BE IT FURTHER RESOLVED that the Town Manager is authorized to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $3,443,686.
