STAFF RECOMMENDATION*

Staff recommends that Council approve authorizing the Mayor to sign a letter on behalf of the Chapel Hill Town Council to UNC-Chapel Hill Chancellor Lee Roberts outlining the Town’s interests related to future development plans for the Carolina North property. Staff further recommends that Council approve the list of Town nominees for consideration by UNC for appointment to the Carolina North Development Advisory Committee.

Authorize the Mayor to sign and transmit a letter to UNC communicating the Town’s interests for consideration as UNC develops proposals for the Carolina North property and approve the Town’s list of nominees for consideration by UNC for service on the Carolina North Development Advisory Committee.

BACKGROUND AND CONTEXT*

UNC-Chapel Hill is preparing development concepts for land associated with Carolina North. The Town has an interest in ensuring that Town priorities-including land use, environmental stewardship, transportation, housing, and community impacts-are reflected early in the University’s planning process.

The Carolina North Development Advisory Committee exists to support communication and collaboration between the University and the Town. Consistent with past practice, the Town is providing a slate of nominees for UNC’s consideration, recognizing that UNC retains final appointment authority.

TRADEOFFS, ALTERNATIVES, IMPACTS

If Council authorizes the letter, the Town’s interests will be communicated at an early stage, helping shape the University’s planning process. If Council chooses not to authorize the letter, the University may develop plans without the benefit of formal early input from the Town.

Approving nominees supports continued collaboration; not approving nominees could delay or complicate committee formation.
