MEMORANDUM

SUBJECT:                     Recommendation for the vacancy(s)

RECOMMENDATION: The Historic District Commission met on Tuesday, November 12, 2019 and by a unanimous vote made the following recommendation(s) to the Town Council for consideration:

 

                     Jennifer Hoffman, Appointment, Town Resident

                     Neal Wolgin, Appointment, Town Resident

 

SPECIAL REQUEST(s):  The HDC is currently operating with only six members, which is barely a quorum. I therefore hope you will vote to appoint both of these excellent candidates to serve on the HDC at your earliest possible opportunity.

 

 

BACKGROUND: Jennifer Hoffman is a residential designer and licensed general contractor who attended graduate school at The University of Buffalo School of Architecture and Planning where she taught courses on architectural history. She owns a local design-build company and has served previously on the Town’s Community Design Commission. Ms. Hoffman is a member of the national and local Home Builders Association and the Professional Women in Building Council.

 

In her application, Ms. Hoffman stated that she “would bring a passionate interest in the historical preservation of Chapel Hill’s historic neighborhoods and buildings, along with a realistic acceptance of the evolution and necessary adaptation of our town.” She looks forward to working with the Commission to define a clearer roadmap for renovators and builders in Chapel Hill historic neighborhoods to help them more easily understand and accomplish harmonious, congruous design.

 

Neal Wolgin is a practicing attorney who has lived in Chapel Hill for over 30 years and has extensive experience in the area of administrative law, which is useful for members of a quasi-judicial body such as the HDC. He has a strong interest in architecture, planning, and historic preservation, has served on local architecture review boards, and is currently president of his homeowner’s association. His experience helping homeowners and builders understand and apply design guidelines will be an asset the work of the HDC.
