STAFF RECOMMENDATION*

Staff recommend that the Council adopt the resolution and enact the project ordinances approving Capital Grant program plans for 2024-2025 and 2025-2026.

LEGISLATIVE CONTEXT*

The Town Council serves as the board of the Town’s Public Housing Authority (PHA) which provides oversight to the Town’s public housing program. Responsibilities of the PHA board include overseeing department operations and governance, setting policies, approving budgets, and ensuring compliance with federal regulations.

Council approval is required to spend funds on eligible projects. If program plans are not approved and the ordinances are not enacted, the Town would not be able to proceed with using these funds for Capital Fund Program activities.

BACKGROUND AND CONTEXT*

Each year the Town receives a Capital Fund allocation from the U.S. Department of Housing and Urban Development (HUD) for modernization of our public housing units and programs that provide services to our residents.

Funds are allocated by a formula rather than a competitive application process. For program year 2024-2025 the Town received $1,209,694, and $1,085,302 for program year 2025-2026. HUD establishes timelines for when funds must be spent. For these funds, we must have contracts in place by May 12, 2027, and spend funds by May 12, 2029.

As described in the attached summary of proposed activities, we propose to use the majority of 2024-2025 funds and a portion of 2025-2026 funds on modernization of our aging units totaling more than $1.2M. Modernization includes flooring, tiling, plumbing, replacement of siding, and electrical upgrades, as well as abatement of potentially hazardous materials. Our Maintenance staff completes some of this work and we also work with private contractors.

Other proposed activities include:

                     appliance upgrades;

                     purchasing new vehicles to replace our obsolete maintenance fleet;

                     temporary relocation expenses;

                     professional services for environmental testing, and to develop a public housing repositioning plan; and

                     technology replacement and implementation of new software

TRADEOFFS, ALTERNATIVES, IMPACTS

Our staff evaluated our department’s needs and identified proposed activities for use of Capital Grant funds. The Council could choose to fund alternative eligible activities and develop a different plan.

FINANCIAL IMPACT

The Town receives Capital Grant funds annually from HUD that allows us to operate our Public Housing program. Without these federal funds, the Council would need to identify other resources to adequately maintain our units.

COMPLETE COMMUNITY CONNECTION

Approving Capital Grant funds for the proposed activities would help achieve the Council’s Complete Community goal of providing a variety of housing types for the community.

COMMUNITY ENGAGEMENT

We held two public meetings with residents to receive feedback on our 5-Year Capital Fund Action Plan, our Annual Plan, and 5-Year Plan. Comments received focused on repairs to units and surrounding community spaces, interest in programs such as mentoring, CPR, fire safety, women’s health/safe space, mental health, summer camp.
