Overview: The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs. The Town conducts two public forums to receive Council and public input into the annual program plan. The Council held an initial public forum on November 10, 2021 <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=5208013&GUID=8FF1004A-A3A6-4443-8FEB-3AFD7DFA079A> and tonight is the second forum. The Council will consider approving the annual program plan in May.
The CDBG Application Review Committee met on March 10, 2022 to review applications and to create a recommended funding plan (see attachment for details).

Recommendation(s): |
That the Council receive comments on the use of federal Community Development Block Grant program funding and the Application Review Committee’s recommended 2022-2023 CDBG Program Plan.
Key Issues
• The Town’s FY22-23 CDBG allocation is estimated to be $415,000. The Town has an additional $241,764 available from prior year CDBG Grants that are no longer needed for the previously identified projects and recommended to be included in this year’s plan. Most prior year funds are Neighborhood Revitalization balances to be repurposed and consolidated along with projects that identified other funding sources and no longer required CDBG funding.
• The recommended CDBG Program Plan includes contingencies for plan adjustments if the actual CDBG allocation is higher or lower than estimated when posted by HUD around May 13, 2022.
• Eligible activities must serve households earning less than 80% of the area median income, or $69,100 for a household of four.
• We included notice of tonight’s forum and the ongoing opportunity to provide feedback on the plan in the Herald Sun on March 27, April 3, 10, and 17, 2022; in the Town’s e-news publications; in the Town’s Affordable Housing and Community Connections Newsletter; on the Town’s social media; and directly to our affordable housing and community development partners.
• The annual Community Development Program Plan, submitted to HUD, will include all comments received in writing and at public forums.
• All of the proposed projects meet the CDBG eligibility requirements.
Fiscal Impact/Resources: The Town of Chapel Hill is a Community Development Block Grant Entitlement Community and receives an annual CDBG allocation from HUD. The Town provides CDBG funds through performance agreements with agencies that implement approved programs and services.
