Staff recommends that Council approve the proposed and updated PFA project plan (attached) for FY27.

Council must approve or reject the proposed and updated PFA projects for FY27. FY28 PFA projects currently under consideration only.
LEGISLATIVE CONTEXT
The Council shall decide annually which capital budgets shall include 1% or another amount for public art, and on which sites the artwork should be located, as described in Ordinance (2025-10-22/O-3).
BACKGROUND AND CONTEXT
The Town Council created the Percent for Public Art Program in 2002. An annual plan on the proposed projects is provided to Council for approval or denial. The projects outlined in this proposal meet the PFA requirements and include $63,040 for on-site projects. Additionally, the proposal provides opportunity to repair computer components and replace failing monitors for the Library’s UNBOUND PFA piece.
FINANCIAL IMPACT
One percent of all appropriations for Capital Improvement Projects shall be directed to the Town’s Percent for Art Program, except cost of land acquisition, grant funds for which the Town provides a local match, bond funds which do not allow such a use, and any other funds whose source prevents their use for public art.
Town staff will review all capital projects during the annual budget development process and designate projects as eligible or ineligible for the Percent for Art program. Projects may be designated as ineligible due to the funding source, the nature of the project, or other reasons. Eligible projects will be further reviewed and designated as either suitable for concurrent, on-site public art or not suitable for concurrent, on-site public art.
