Overview: Town staff is preparing the annual application for a regional Transportation Demand Management (TDM) grant for Fiscal Year 2020 - 2021, which requires a resolution of support from the Town Council. The Town’s TDM program focuses on local employers and employees to expand the use of public transit, bicycling, and walking. The program also assists employers with developing and disseminating information on alternative transportation options to reduce traffic congestion and improve air quality.

 

Recommendation:

That the Council adopt the Resolution supporting an application for the FY 2020-2021 TDM grant.

 

Decision Points:

                     The TDM work focuses on reducing traffic congestion, decreasing Chapel Hill’s carbon footprint, improving air quality, increasing quality of living, increasing transit ridership and offering a healthier community consistent with the community vision of Chapel Hill 2020 and the Town Mission of building a community where people thrive.

                     Participation in the TDM regional program supports the Town's role in regional transportation.

Fiscal Impact/Resources: The TDM budget will be approximately $99,092 with 50% ($49,546) provided by the TDM Grant and the remaining 50% ($49,546) in the Planning Department budget, which is part of the Town’s General Fund.  The Town of Carrboro, a sub-recipient, is requesting $9,600 of the total grant, and will be reimbursed 50% ($4,800) by the TDM grant.

A RESOLUTION SUPPORTING THE FY 2020-21 CHAPEL HILL TRANSPORTATION DEMAND MANAGEMENT APPLICATION TO THE TRIANGLE J COUNCIL OF GOVERNMENTS FOR A TRANSPORTATION DEMAND MANAGEMENT GRANT (2019-11-20/R-2)

 

WHEREAS, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization has provided funding to the Triangle J Council of Governments to support Transportation Demand Management Activities in the Region; and

 

WHEREAS, the Triangle J Council of Governments has issued a call for Transportation Demand Management grant applications for FY2020 - 2021; and

 

WHEREAS, the Town of Chapel Hill has received Transportation Demand Management funding in FY2020 - 2021 and coordinates with the University of North Carolina at Chapel Hill and the Town of Carrboro in Transportation Demand Management program promotions; and

 

WHEREAS, the Town developed a program of Transportation Demand Management activities as part of the FY2020 - 2021 Transportation Demand Management grant application; and

 

WHEREAS, the Town of Carrboro will be a sub-recipient of the FY 2020 - 21 Transportation Demand Management grant; and

 

WHEREAS, Town staff will support and administer the Transportation Demand Management program, which requires a 50% match of the total program budget; and

 

WHEREAS, a resolution is required from the Town of Chapel Hill supporting the TDM grant application.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Council supports the FY2020 - 21 Chapel Hill Transportation Demand Management grant application to the Triangle J Council of Governments.
