STAFF RECOMMENDATION*
That the Council:
• Enact the attached budget ordinance amendment to adjust the General Fund, Capital Improvement Fund, Grants Fund, Transit Fund, Library Gift Fund, Vehicle Replacement Fund, and Climate Action Fund; and
• Enact the attached project ordinance amendments to adjust the 2018 Affordable Housing Bond Fund, Affordable Housing Fund, and Transit Grants Fund.

ACTION/DECISION POINTS*
By enacting the budget ordinance amendment, the Council adjusts the budgets for the General Fund, Capital Improvement Fund, Grants Fund, Transit Fund, Library Gift Fund, Vehicle Replacement Fund, and Climate Action Fund. By enacting the project ordinance amendments, the Council adjusts the budget for the 2018 Affordable Housing Bond Fund, Affordable Housing Fund, and Transit Grants Fund.
LEGISLATIVE CONTEXT*
After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in state statute 159-15.
BACKGROUND AND CONTEXT*
General Fund:
Payment in Lieu - Enactment of the attached budget ordinance amendment recognizes and appropriates $40,015 in payment in lieu for sidewalk and roadway improvements along Homestead Rd.
North Carolina League of Municipalities (NCLM) Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates a grant in the amount of $5,000 for the purchase of ballistic vests to increase firefighter safety.
Reimbursement for tree planting - Enactment of the attached budget ordinance amendment recognizes and appropriates $14,673 for the purchase of trees, shrubs, and signage for the buffer restoration project along Dickerson Court.
UNC Work Study - Enactment of the attached budget ordinance amendment recognizes and appropriates $2,275 to hire temporary staff through partnership with the UNC Work Study program.
FY26 Orange County Costar Subscription Reimbursement - Enactment of the attached budget ordinance amendment recognizes and appropriates $7,508 from Orange County for the Economic Development software subscription.
Parks Donations - Enactment of the attached budget ordinance amendment would recognize and appropriate $8,177 from various donations for Parks supplies, maintenance, and bench installation.
Grants Fund:
FY25 Governor’s Highway Safety Grant Closeout - Enactment of the attached budget ordinance amendment will reduce the grant revenue and expenditures in the amount of $4,784.
Section 5303 Grant - Enactment of the attached budget ordinance amendment will reduce the grant revenue and expenditures in the amount of $4,049.
ABC Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates $42,500 to support Police Department alcohol law enforcement efforts.
Transit Fund:
GoTriangle revenue allocation - Enactment of the attached budget ordinance amendment recognizes and appropriates $166,422 in additional funding.
Library Gift Fund:
LSTA Conference Scholarship - Enactment of the attached budget ordinance amendment recognizes and appropriates $1,887 for a continuing education scholarship.
Brick Donation - Enactment of the attached budget ordinance amendment recognizes and appropriates $1,000 to support the Library’s youth collection.
McGaughey Memorial - Enactment of the attached budget ordinance amendment recognizes and appropriates $2,914 for the purchase of a bench and plaque.
Community History Donations - Enactment of the attached budget ordinance amendment recognizes and appropriates $5,325 to support the work of community history projects.
Main Desk Funding - Enactment of the attached budget ordinance amendment recognizes and appropriates $40,000 from the Library Foundation to support main desk operations.
Vehicle Replacement Fund:
Sale of Equipment - Enactment of the attached budget ordinance amendment recognizes and appropriates $69,500 from the sale of equipment for the purpose of purchasing a Police Patrol vehicle.
Green Vehicle Purchases - Enactment of the attached budget ordinance amendment transfers $75,000 from the Climate Action Fund to the Vehicle Replacement Fund to support the purchase of electric vehicles.
Affordable Housing Bond Fund:
Homestead Gardens Community Project Funding - Enactment of the attached project ordinance amendment recognizes and appropriates $2 million in Community Project Funding for the Homestead Gardens project.
Affordable Housing Fund:
Tanyard Branch Trace Community Project Funding - Enactment of the attached project ordinance amendment recognizes and appropriates $1.5 million in Community Project Funding for the Tanyard Branch Trace project.
Transit Grants Fund:
Federal Transit Administration (FTA) Grant - Enactment of the attached project ordinance amendment recognizes and appropriates a $2.7 million to upgrade ADA accessibility and amenities at bus stops across the system.
