Overview: The Friends of Parks, Recreation, and Greenways have received a gift of $16,000 from members of the Merritt, Page, Womble, and Grantham families for the creation and installation of two artist-crafted benches for Merritt Pasture. This resolution authorizes the Manager to contract with the artist, Waller-Foushee Studios, and authorizes the Town to receive the funds for this project. Because this project will add to the Town’s Public Art Collection, the Cultural Arts Commission will provide feedback as part of a courtesy review.

Recommendation(s): |
That the Council adopt the attached resolution and budget ordinance authorizing the Town Manager to execute a contract with Waller-Foushee Studios and authorizing the Town to receive $16,000 from the Friends of Parks, Recreation, and Greenways for the project.
Fiscal Impact/Resources: These benches will become Town-owned assets and be a part of the Town’s Public Art collection. As such, there will be future costs associated with maintenance and upkeep. We expect those costs to be minimal and absorbed via existing funds for maintenance and conservation of public art.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT FOR MEMORIAL ART BENCHES AT MERRITT’S PASTURE (2018-05-23/R-3)
WHEREAS, the Town-owned property known as Merritt’s Pasture is an open space enjoyed by many; and
WHEREAS, the Merritt/Page/Womble/Grantham families have raised $16,000 to commission two artist-crafted benches for the site; and
WHEREAS, these benches will enhance the experience at the site and add to the Town’s public art collection; and
WHEREAS, these benches will recognize and memorialize the Merritt Family and their significance to our community.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to enter into a contract with the artist, Waller-Foushee studios for the design, fabrication, and installation of two benches for Merritt’s Pasture.
BE IT FURTHER RESOLVED that the Cultural Arts Commission will be granted a courtesy review of the project and provide feedback to the artist.
BE IT FURTHER RESOLVED that upon the contract being signed by the Town and the artist, the Town will receive $16,000 from the Friends of Chapel Hill Parks, Recreation, and Greenways in order to execute the contract.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2017” (2018-05-23/O-1)
BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2017” as duly adopted on June 12, 2017, be and the same is hereby amended as follows:
