STAFF RECOMMENDATION*

Council adopts the resolution to amend Chapter 21-6, No Through Trucks, restricting trucks on East Cameron Avenue from Columbia Street to Raleigh Street, and amending Chapter 21-12, restricting left turns from eastbound Cameron Avenue onto northbound Raleigh Street.

LEGISLATIVE CONTEXT*

NCGS 160A-174 provides for the creation of Ordinances through enactment by the Council. Creations, modifications, and/or deletions are required to be presented to Council for approval.

TRADEOFFS, ALTERNATIVES, IMPACTS

Trucks are increasingly using East Cameron Avenue as a cut-through, creating traffic congestion. The travel lanes are also narrow along this street, contributing to the traffic congestion. 

Staff performed field observations and saw traffic backups and unsafe vehicular movements by allowing the left turn from East Cameron Avenue onto Raleigh Street. Potential crashes can be mitigated by prohibiting a left turn from East Cameron Avenue onto Raleigh Street. 

The proposed changes along East Cameron Avenue will help improve traffic flow and reduce vehicular crashes.

BACKGROUND AND CONTEXT

UNC requested review of traffic flow on Cameron Avenue by restricting trucks on East Cameron Avenue from Columbia Street to Raleigh Street and restrict left turns from eastbound Cameron Avenue onto northbound Raleigh Street.

FINANCIAL

There is minimal financial impact related to staff time and sign materials.
