Overview: On May 29^th, 2020, the Town received an allotment of $746,410 from Orange County for the Coronavirus Relief Fund <https://home.treasury.gov/policy-issues/cares/state-and-local-governments> (CRF). This funding is part of the larger federal economic relief package known as the Coronavirus Aid, Relief, and Economic Security (CARES <https://home.treasury.gov/policy-issues/cares/state-and-local-governments>) Act. The CRF provides financial resources to state, local and tribal governments to help navigate COVID-19. See the attached Staff Report for additional details about funding categories, possible expenses and anticipated amounts.

Recommendation(s):

That the Council enact the attached budget ordinance amendment for the Grants Fund to recognize and appropriate the CARES Act funding.

Fiscal Impact/Resources: If the Council enacts the attached budget ordinance amendment, this will add $746,410 to the Town’s FY2019-20 budget. Any remaining funding not spent by June 30^th will then be carried forward to the FY2020-21 budget. All eligible expenses must be incurred no later than December 30, 2020.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2019” as duly adopted on June 12, 2019, be and the same is hereby amended as follows:
