Overview: The purpose of this item is to report on results of traffic studies conducted in response to valid petitions received by the Town and request that Council authorize the use of Bond funds for the installation of traffic calming measures.

Recommendation(s): |
That the Council adopt the attached resolution to authorize the use of up to $24,000 of 2015 Sidewalk and Street Improvement Bond funds for the installation of traffic calming measures (speed tables and raised crosswalks) on South Graham Street and Meadowmont Lane.
Key Issues:
• Policy: The Town Council adopted the “Policy and Procedures for Traffic Calming Measures” on June 30, 2004 and revised it on December 6, 2010. A copy of the policy is attached.
• Valid Petitions: Town staff received two petitions which comply with the Town policy for requesting installation of traffic calming measures on South Graham Street and Meadowmont Lane. The petition documents for each project area are available for review at the Town Public Works Department. The documents are not attached because of their volume. Please see the attached area maps for street locations.
• Traffic Studies: Town staff conducted traffic studies on South Graham Street and Meadowmont Lane. Posted speed limit is 25 mph on both streets. Our studies indicate that speeding is a problem at some locations. The 85th percentile speed varied from 27 to 36 mph and average speed varied from 26 to 29 mph.
• Recommended Traffic Calming Measures: Town staff developed traffic-calming plans for each petition area. Affected residents provided input in neighborhood meetings and surveys. A variety of possible traffic calming measures were considered, including speed tables, pavement markings, and installation of additional speed limit signs. Exact field placement of traffic calming measures will be coordinated with Town staff and neighborhood residents.
• Priority List: Town staff ranked and prioritized each traffic calming area based on the procedures set forth in the policy:

Advisory Boards Recommendation:
• The Transportation and Connectivity Advisory Board is reviewing the report at their April 24, 2018 meeting and a copy of their recommendation will be provided to the Council on April 25.
Fiscal Impact/Resources: The estimated cost for the recommended traffic calming devices is approximately $24,000, using 2015 Sidewalk and Street Improvement Bond funds. Funds for this project have been appropriated by Council from the 2017 bond issuance.

A RESOLUTION AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES ON SOUTH GRAHAM STREET AND MEADOWMONT LANE (2018-04-25/R-2)
WHEREAS, the Council of the Town of Chapel Hill is concerned about vehicular and non-vehicular safety and mobility on Town streets; and
WHEREAS, the Council adopted a formal “Policy and Procedures for Traffic Calming Measures” on June 30, 2004; and revised said policy and procedures on December 6, 2010 and on February 8, 2016; and
WHEREAS, the Council received a report and recommendations, including ranking and priority, for several traffic calming projects on local streets in Chapel Hill; and
WHEREAS, the Council also received recommendations from the Transportation and Connectivity Advisory Board regarding the Manager’s traffic calming report and recommendations.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to proceed with the installation of traffic calming measures at the locations described below:
