Overview: Council has considered how best to utilize Franklin Street to revitalize Downtown for a number of years. Staff developed a plan to conduct a mobility study, as the first step to rethinking how the Town uses public right-of-way. The mobility study will provide recommendations for street design and mobility infrastructure improvements which better the economic vitality and pedestrian experience. The study will also create a vision for Downtown mobility that is inclusive and accessible for all.

That the Council approves the continuation of Downtown Multimodal Mobility Plan and authorizes the Town Manager to proceed with phase two of the Streetscape Enhancement Plan.
Decision Points
• This study will provide an analysis on the existing traffic and safety conditions of Downtown streets.
• The study will give recommendations for effective use of existing street network and improvements for street design and mobility infrastructure.
Key Issues:
• A better understanding of the conflict between different modes of mobility
• A better understanding of a path forward of rethinking how we use Downtown streets and right of ways for the benefit of continuing revitalization efforts.
Fiscal Impact/Resources: Council authorized the funding of this study in November 2022. No additional fiscal impact has been identified at this time.

A RESOLUTION AFFIRMS THE CONTINUATION OF DOWNTOWN MULTIMODAL MOBILITY PLAN AND AUTHORIZES THE TOWN MANAGER TO PROCEED WITH PHASE TWO OF THE STREETSCAPE ENHANCEMENT PLAN (2023-06-07/R-5)
WHEREAS, the Town has identified safety and use concerns with Downtown streets; and
WHEREAS, there have been discussions on creating a Downtown area that is inclusive, multimodal, and vibrant for everyone; and
WHEREAS, the Town Council desires to understand how the existing Downtown street network can be used to effectively for each mode of mobility; and
WHEREAS, this study can provide long-term guidance on street design and mobility infrastructure.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council affirms the continuation of Downtown Multimodal Mobility Plan and authorizes the Town Manager to proceed with phase two of the Streetscape Enhancement Plan.
