STAFF RECOMMENDATION*

That the Council:

                     Enact the attached budget ordinance amendment to adjust the General Fund, Grants Fund, Transit Fund, Library Gift Fund, and Affordable Housing Development Reserve Fund; and

                     Enact the attached project ordinance amendments to adjust the Affordable Housing Fund, Transitional Housing Fund, 2015 Streets & Sidewalks Bond Fund, and Capital Project Ordinance Fund.

ACTION/DECISION POINTS*

By enacting the budget ordinance amendment, the Council adjusts the budgets for the General Fund, Grants Fund, Transit Fund, Library Gift Fund, and Affordable Housing Development Reserve Fund.  By enacting the project ordinance amendments, the Council adjusts the budget for the Affordable Housing Fund, Transitional Housing Fund, 2015 Streets & Sidewalks Bond Fund, and Capital Project Ordinance Fund.

LEGISLATIVE CONTEXT*

After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in state statute 159-15.

BACKGROUND AND CONTEXT*

General Fund:

Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates $1,000 from the Bureau Justice Assistance COSSUP program for multidisciplinary deflection programming as part of this initiative.

Durham Technical Community College (DTCC) reimbursement - Enactment of the attached budget ordinance amendment recognizes and appropriates $24,850 in reimbursement funding from DTCC towards training supplies.

Grants Fund:

FY 2026 Governor’s Highway Safety Grant (GHSP) - Enactment of the attached budget ordinance amendment recognizes and appropriates $174,986 in GHSP funds to support the Town’s Vision Zero work.

FY 2026 Mobile Crisis Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates $462,708 for the CARE Team to provide crisis intervention and support services.

Transit Fund:

Section 5310 Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates the grant budget of $548,000 towards the Senior Shuttle service.

Section 5310 Grant - Enactment of the attached budget ordinance amendment reduces $52,000 in grant revenues and expenditures for funding not anticipated in the FY26 budget year.

Orange County Transit Plan - Enactment of the attached budget ordinance amendment recognizes and appropriates $250,000 towards the Short-Range Transit Plan update.

Library Gift Fund:

FY 2026 LSTA Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates $95,600 to support the Responsive Wayfinding project.

UNC Work Study - Enactment of the attached budget ordinance amendment recognizes and appropriates $4,964 to support the UNC work study program.

Unrecognize revenue - Enactment of the attached budget ordinance amendment reduces $9,875 in revenues and expenditures for funding not anticipated in the FY26 budget year.

Affordable Housing Development Reserve/Affordable Housing Fund:

Fund Merger - Enactment of the attached budget ordinance amendment and project ordinance amendment transfers $2,674,823 from the Affordable Housing Development Reserve to the Affordable Housing Fund.

Transitional Housing Fund:

Program/Interest Income - Enactment of the attached project ordinance amendment would recognize program & interest income of $203,826 and appropriate it for use to support substantial rehabilitation projects that staff have identified are needed, as well as critical and preventive maintenance as they arise.

2015 Streets & Sidewalks Bond Fund:

Old Durham Road Project - Enactment of the attached project ordinance amendment recognizes and appropriates $133,118 for the Old Durham Road project.

Capital Project Ordinance Fund:

Roger’s Road transfer - Enactment of the attached project ordinance amendment recognizes $204,948 in a transfer from the General Fund for the payment to Orange County for the Roger’s Road project.
