Overview: The Council may award a bid to Turner Asphalt GC, LLC for street reconstruction tonight. The project is on Hillsborough Street from the intersection with Franklin Street to the intersection with Martin Luther King Jr. Blvd. 

 

Recommendation(s):

That the Council:

                     Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, Turner Asphalt GC, LLC, in an amount of $792,047.50, including the base bid of $745,757.50, and Alternate II for $31,090 and Alternate III for $15,200;

                      Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $850,000.

 

Background:

                     The Town advertised the project for bid on August 23, 2018 and held a non-mandatory pre-bid conference on August 29, 2018. The Town received two bids on September 12, 2018, and in accordance with N.C.G.S. 143-132, re-advertised the project on September 27, 2018. The Town received two bids on October 8, 2018, and staff qualified Turner Asphalt GC, LLC as the lowest responsive, responsible bidder.  

                     The project will be scheduled for Fall 2018 or Spring 2019 depending on the contractor’s availability.

                     In the Town’s most recent Pavement Condition Survey in 2016, Hillsborough Street segments were rated Poor to Very Poor (a rating of 42 to 63).

                     This project was coordinated with OWASA to follow the 2017-2018 water/sewer line replacement project on Hillsborough Street.

                     Hillsborough Street is a multi-modal collector street. Collector streets provide both through-traffic and land-access services, often linking the local street system to the arterial street system.

                     This project was in the annual street resurfacing list, which was reviewed through our typical process by internal staff including the Bicycle and Pedestrian Champion’s Team; external entities including local utility companies, NCDOT, and UNC; and reviewed and recommended by the Transportation and Connectivity Advisory Board.

                      This bid included three alternates:

o                     Alternate #1 - Manhole Cover/ Water Valve Box Adjustments were included at the request of the Orange Water and Sewer Authority (OWASA). This Alternate was included to provide a mechanism for OWASA to work with the Town’s contractor in the event if desired. If OWASA chooses to use the Town’s resurfacing contractor, OWASA will pay for the work and coordinate directly with the contractor.

o                     Alternate #2 - Thermo-Plastic Striping. This bid alternate is included in the contract award and will be covered by Town funds.

o                     Alternate #3 - Traffic Light Control Loops. This bid alternate is included in the contract award and will be covered by Town funds.

                     Town staff will mail construction notice letters to Hillsborough Street residents two weeks before construction. Staff will post information on the project schedule on the Getting Around Chapel Hill webpage <http://www.townofchapelhill.org/town-hall/departments-services/a-z-services/getting-around-chapel-hill> and the Public Works Street Resurfacing webpage <http://www.townofchapelhill.org/town-hall/departments-services/public-works/streets-and-construction/resurfacing-projects-2018>.

                     Single lane, one-way (southbound) traffic will be maintained at all times on the street. Driveway access will be maintained during construction. Traffic control signs will be in place between 96 and 48 hours before construction begins.

 

Fiscal Impact/Resources: The project budget comes from a combination of 2015 Streets and Sidewalk bond funds and FY2019 operating funds.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH TURNER ASPHALT GC, LLC IN AN AMOUNT OF $792,047.50 FOR THE HILLSBOROUGH STREET RECONSTRUCTION PROJECT (2018-10-17/R-2)

 

WHEREAS, the Town of Chapel Hill solicited formal bids for Hillsborough Street reconstruction on the Town website on August 23, 2018 in accordance with G.S. 143-129; and

 

WHEREAS, two responsive bids were received and opened on October 8, 2018; and

 

WHEREAS, staff evaluated the responsive bids and determined Turner Asphalt GC, LLC to be the lowest responsive, responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, Turner Asphalt GC, LLC, in the amount of $792,047.50, including the base bid of $745,757.50, and Alternate II for $31,090 and Alternate III for $15,200.

 

BE IT FURTHER RESOLVED that the Town Manager is authorized to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $850,000.
