Overview: The Town owns a 2013 Stageline SL50 Mobile Stage that is no longer useful to Town operations. This stage has an estimated resale value of $30,000-$50,000. N.C. General Statute 160A-270 requires Council authorization to direct the disposal of surplus property valued at more than $30,000.

Recommendation(s): |
That the Council adopt a resolution declaring the Town’s 2013 Stageline SL50 Mobile Stage as surplus and authorize its sale in an online auction in January 2023 through www.GovDeals.com <http://www.GovDeals.com>.
Key Issues:
• The Town’s mobile stage was purchased ca. 2014 and is no longer being used.
• Using the stage takes (4) trained staff, a large towing truck, and 4-6 hours to set up and break down on each end.
• The Town lacks the necessary infrastructure, stage production skills, or staffing levels to operate and maintain this large, underutilized piece of equipment.
• The stage was listed as rental equipment on the Town’s Parks & Recreation fee schedule for several years and no one rented it.
• Town staff last used the mobile stage in 2018 at Festifall. It has been parked at the Town Operations Center since that time.
• The Community Arts & Culture Division believes it would be a better use of Town resources to rent a stage and contract with an event production company on a case-by-case basis when a need for concert infrastructure arises.
Fiscal Impact/Resources: There is no cost to list items for sale online. Proceeds of the sale will be returned to the Town’s General Fund.

A RESOLUTION DECLARING A 2013 STAGELINE SL50 MOBILE STAGE SURPLUS AND AUTHORIZING AND DIRECTING THE DISPOSAL OF SAID PROPERTY IN ACCORDANCE WITH STATUTORY REQUIREMENTS (2023-01-11/R-2)
WHEREAS, Chapter 160A, Article 12 of the N.C. General Statutes and Section 4-16 of the Charter of the Town of Chapel Hill authorize the Town to dispose of surplus property; and
WHEREAS, N.C. General Assembly Session Law 2005-227 requires local governments to receive Council authorization for the disposal of surplus property valued above $30,000; and
WHEREAS, the Town wishes to dispose of a 2013 Stageline SL50 Mobile Stage at an online public auction located at www.GovDeals.com <http://www.GovDeals.com> scheduled for Jan 23 through Feb 6, 2023.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the 2013 Stageline SL50 Mobile Stage, VIN 2N9SL0507DA045603, is hereby declared surplus.
BE IT FURTHER RESOLVED that the Purchasing & Contracts Manager of the Town of Chapel Hill is hereby authorized to dispose of this surplus property in accordance with statutory requirements and the following terms:
• The sale shall be to the highest bidder for cash.
• The sale shall be designated final on the closing day of the auction.
• This item shall be sold on an “as is” and “where is” basis and the Town makes no guarantees and assumes no responsibility for this item.
