RECOMMENDATION: The Housing Advisory Board met on Tuesday, June 13, 2023 and by a unanimous vote made the following recommendation(s) to the Town Council for consideration:

 

                     Joelle Permutt, Appointment, Real Estate Broker seat

                     Robert Dowling, Reappointment, Housing, Planner, or Public Policy Expert seat

 

SPECIAL REQUEST(s): At their June 13, 2023 meeting, the HAB elected to delay their recommendation on the two open tenant/homeowner seats until late summer so they would be able to invite all applicants for those seats to join the HAB meeting and answer questions.  The HAB preferred to consider all applicants together, including the application for incumbent HAB member Sue Hunter, when voting for the two open tenant/homeowner seats

 

BACKGROUND:

The Board recommended Joelle Permutt based on her work as a real estate agent in the Town of Chapel Hill and interest in serving her community and promoting housing as a foundational element of health.

The Board recommended the reappointment of Robert Dowling based on his 25 years of experience leading a local affordable housing organization - Community Home Trust - and his expertise in affordable homeownership and the Town’s Inclusionary Zoning policy.

 

Note: Communications and Public Affairs notes that the Housing Advisory Board reviewed the following applications: Donna Carrington, Lisa Ducharme, Susan Hunter, Katherine Murphy, Joyce Powell,  Maddie Roberts, Maria Rosales,Riley Sullivan, Robert Dowling, and Joelle Permutt. No additional applications were received between June 13, 2023 and June 14,2023 for the Housing Advisory Board.

 

Sue Hunter’s term is set to expire on June 30, 2023.  To accommodate the HAB request to make recommendations for the two tenant/homeowner seats and allow the Chair to continue in that capacity over the summer, staff recommends that the Council adopt a resolution to extend Sue Hunter’s term to September 30, 2023 and defer appointment to these two seats. 

 

 

 

 

 

 

 

 

 

 

 

 

A RESOLUTION TO EXTEND SUE HUNTER’S TERM ON THE HOUSING ADVISORY BOARD TO SEPTEMBER 30, 2023.  (2023-06-21/R-17)

 

WHEREAS, Sue Hunter’s term is set to expire on June 30, 2023; and

 

WHEREAS, the Housing Advisory Board (HAB) elected to delay their recommendation on the two open tenant/homeowner seats until late summer so they could invite all applicants for those seats to join the HAB meeting and answer questions; and

 

WHEREAS, the HAB preferred to consider all applicants together, including the application for incumbent HAB member Sue Hunter, when voting for the two open tenant/homeowner seats; and

WHEREAS, the Council wants to allow the Chair to continue in that capacity over the summer.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council extends Sue Hunter’s term to September 30, 2023.
