Overview: This item provides an overview of the Human Services Program and the Human Services Advisory Board’s recommended funding plan for the additional $27,325 that the Town Council approved in the Fiscal Year 2023 budget.

Recommendation(s): |
That the Council adopt the recommended funding plan, consistent with the Human Services Advisory Board’s recommendation.
Background
• The charge of the Chapel Hill Human Services Advisory Board (HSAB) is to assess the human services needs of Chapel Hill residents, identify service gaps and ways to fill them, and recommend funding amounts to the Town Council.
• The Human Services Program provides funding to nonprofit organizations that deliver vital community programs and services that align with the Council adopted Human Services Results Framework <https://www.townofchapelhill.org/home/showpublisheddocument?id=41019>. Funded projects align with at least one of three strategic objectives:
1. Children improve their educational outcomes
2. Residents increase their livelihood security
3. Residents improve their health outcomes
• The HSAB completed its evaluation of agencies for funding in April 2022 for the Fiscal Year 2023 Budget. The Board based its recommendation on last year’s budget for the Human Services Program ($546,500).
• The Council allocated an additional $27,325 in the Fiscal Year 2023 budget, over last year’s budgeted amount for the program.
• The HSAB met on September 8, 2022 <https://www.townofchapelhill.org/Home/Components/Calendar/Event/19291/15?curm=9&cury=2022>, to develop a recommendation for the additional funding.
• The HSAB reviewed their scoring rubric and recommended providing additional funding to agencies that they did not fully fund during their initial review of applications.

Fiscal Impact/Resources: The HSAB recommends allocating the $27,325 to the following seven agencies:
1. Club Nova, Inc. - $2,000
2. El Centro Hispano, Inc. - $6,000
3. Farmer Foodshare - $7,000
4. Hope Renovations - $2,000
5. Meals on Wheels Orange County, NC - $6,000
6. Pee Wee Homes- $2,000
7. Refugee Community Partnership - $2,325

A RESOLUTION APPROVING FY2022-2023 ADDITIONAL FUNDING FOR HUMAN SERVICES AGENCIES AS RECOMMENDED BY THE HUMAN SERVICES ADVISORY BOARD (2022-10-12/R-5)
WHEREAS, on June 8, 2022, the Council approved allocations for performance agreements with human service agencies for FY2022-2023; and
WHEREAS, the Council appropriated $27,325 in additional Human Services funding for fiscal year 2023.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby approves the following additional allocations for performance agreements with human services agencies in FY2022-2023 to address the community’s human service needs identified by the Human Services Advisory Board:
