Overview: The purpose of this agenda item is for the Council to receive a report on the progress of the Orange County Food Council <https://orangecountyfoodcouncil.wordpress.com/> (OCFC) since the Town entered into a Memorandum of Understanding to jointly fund this initiative in January of 2019.

 

Recommendation(s):

That the Council receive this report.

 

Background of OCFC:

                     Coalition of community members committed to building a healthy food system for all Orange County, including representatives from:

o                     local government, educational institutions, food-related agencies, individual citizen-consumers, food producers, providers and entrepreneurs.

                     Mission: to grow a community-driven food system that ensures access to nutritious foods for all, promotes sustainable agriculture, increases economic development, and advances social justice.

                     OCFC proposed a shared funding arrangement to Orange County and the Towns of Chapel Hill, Carrboro, and Hillsborough in spring 2018 for a full-time Coordinator and operating expenses.

                     The Council approved a Memorandum of Understanding (MOU) in January of 2019 <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=3846532&GUID=35B5C0AB-6F92-4EEF-ABBE-A1A836291987&FullText=1> to support the OCFC.

o                     The MOU covers a two-year period from the date of execution and can be renewed for up to five additional two-year terms.   

 

Fiscal Impact/Resources:  The Council-approved MOU with the OCFC uses a population-based formula to determine each jurisdiction’s portion of funding.  Based upon the 2010 Census data, the percentage contributions already included in the FY21 Adopted Budget are as follows:
