ACTION/DECISION POINTS*

Adopt the attached resolution authorizing the submittal of the 2025-2029 Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD).

LEGISLATIVE CONTEXT*

The Town, as one of the four members of the HOME Investment Partnerships Program (HOME) Consortium, must approve the Consolidated Plan before the document is submitted to the HUD Office of Community Planning and Development by July 11, 2025.

BACKGROUND AND CONTEXT*

The Town is a member of the Orange County HOME Investment Partnerships Program (HOME) Consortium, known as the Local Government Affordable Housing Collaborative (LGAHC), along with Orange County and the Towns of Carrboro and Hillsborough. Orange County administers the HOME funding on behalf of the LGAHC, which is made up of elected officials and affordable housing staff from the HOME Consortium. The County’s administrative role includes overseeing the HOME funding allocation process and the creation of the 5-Year Consolidated Plan.

The 5-Year Consolidated Plan determines the HOME Consortium priorities for HUD funding, including HOME and CDBG, over the next five years from 2025-2029. The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funding from HUD to address community development and affordable housing needs.

FINANCIAL IMPACT

Submission of the Consolidated Plan will allow the Town to continue to receive CDBG funding and federal HOME Program funding through the Orange County HOME Consortium.

Community Impact

CDBG funding is intended to develop viable urban communities primarily for low- and moderate-income people by providing decent housing, suitable living environments, and economic opportunities. Except for program administration, the Town intends to allocate 100% of CDBG funds to benefit low- and moderate-income individuals and households in Chapel Hill.

HOME funding is intended to address County-wide affordable housing needs for low- and moderate-income households. HOME funded projects must benefit households earning at or less than the 80% Area Median Income HUD Income Limit ($92,500 for a four-person household).

COMMUNITY ENGAGEMENT

The Town coordinated with Orange County, NC on the design and implementation of a community engagement effort intended to inform the development of the 5-Year Consolidated Plan for the County HOME Consortium.  The engagement process included:

                     A needs assessment survey (133 respondents)

                     5 In-person community meetings (55 participants)

34.6% of participants in these engagement efforts were Chapel Hill community members.

The Town held two public forums to gather input on the 2025-29 Consolidated Plan.

                     November 13, 2024 to assess community needs

                     April 9, 2025 to receive any public comments about the plan

The Town also held a 30-day public comment period between April 1 and April 30, 2025. The Town did not receive any comments through these efforts.

A RESOLUTION APPROVING THE SUBMISSION OF THE FIVE-YEAR CONSOLIDATED PLAN FOR ORANGE COUNTY TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (2025-06-18/R-2)

WHEREAS, the Town of Chapel Hill is a member of the Orange County HOME Consortium known as the Local Government Affordable Housing Collaborative along with the Towns of Carrboro, Hillsborough, and Orange County; and

WHEREAS, the Five-Year Consolidated Plan establishes the HOME Consortium’s goals for the next five-year period and meets the federal planning requirements for HOME and Community Development Block Grant funding; and

WHEREAS, the creation of the plan was accomplished through a series of public meetings, stakeholder interviews, resident surveys, statistical data, and review of previous community development plans; and

WHEREAS, the Town of Chapel Hill provided the draft Five-Year Consolidated Plan for public input for at least thirty (30) days.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Interim Town Manager or her designee to submit the 2025-2029 Consolidated Plan to the U.S. Department of Housing and Urban Development, including all understandings, assurances, and certifications required therein, for a program of Community Development Block Grant funds and federal HOME Program funds by July 11, 2025.

BE IT FURTHER RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Interim Town Manager or her designee to provide such additional information as may be required in connection with the submittal of a Consolidated Plan.
