STAFF RECOMMENDATION*
That the Council:
• Enact the attached budget ordinance amendment to adjust the General Fund, Grants Fund, Library Gift Fund, Vehicle Replacement Fund, Vehicle Maintenance Fund, and Capital Improvements Fund; and
• Enact the attached project ordinance amendments to adjust the 2015 Streets & Sidewalks Bond Fund, 2024 Streets & Sidewalks Bond Fund, and Transit Capital Grants Fund.

ACTION/DECISION POINTS*
By enacting the budget ordinance amendment, the Council adjusts the budgets for the General Fund, Grants Fund, Library Gift Fund, Vehicle Replacement Fund, Vehicle Maintenance Fund, and Capital Improvements Fund. By enacting the attached project ordinance amendments, the Council adjusts the budget for the 2015 Streets & Sidewalks Bond Fund, the 2024 Streets & Sidewalks Bond Fund, and the Transit Capital Grants Fund.
LEGISLATIVE CONTEXT*
After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in North Carolina General Statute §159-15.
BACKGROUND AND CONTEXT*
General Fund:
USAR Taskforce - Enactment of the attached budget ordinance amendment recognizes and appropriates $10,949 in reimbursed FEMA funds for Fire supplies.
Payment in Lieu - Enactment of the attached budget ordinance amendment recognizes and appropriates $49,711 in payment in lieu funds.
Grants Fund:
FY24 State and Local Cybersecurity Grant Program (SLCGP) - Enactment of the attached budget ordinance amendment recognizes and allocates $250,000 in SLCGP funding to replace end-of-life technology and improve cybersecurity.
Library Gift Fund:
LSTA Conference Scholarship - Enactment of the attached budget ordinance amendment recognizes and allocates $2,480 in LSTA funding for staff attendance to the 2026 American Library Association conference.
Vehicle Replacement Fund:
Sale of equipment - Enactment of the attached budget ordinance amendment recognizes and allocates $82,400 from the sale of equipment to close the funding gap in the purchase of FY26 vehicle purchases.
Vehicle Maintenance Fund:
Fleet maintenance - Enactment of the attached budget ordinance amendment recognizes and allocates $40,000 in fund balance to address maintenance and repair needs through the end of FY26.
Capital Improvements Fund:
Martin Luther King Jr. Blvd. Crosswalk - Enactment of the attached budget ordinance amendment recognizes and allocates $17,000 in Orange County Transit Plan funding for the crosswalk at Martin Luther King Jr. Blvd. and Central Park Lane.
2015 Streets and Sidewalks Bond Fund:
Fordham Sidepath - Enactment of the attached project ordinance amendment recognizes and appropriates $747,000 in NCDOT funds towards the Fordham Sidepath project.
Cameron Avenue Payment-in-Lieu - Enactment of the attached project ordinance amendment recognizes and appropriates $5,307 in payment-in-lieu funds for bus stop and sidewalk upgrades along West Cameron Avenue.
2024 Streets and Sidewalks Bond Fund:
Fordham Sidepath - Enactment of the attached project ordinance amendment recognizes and appropriates $1,000,000 in Community Project Funding for the Fordham Sidepath project.
Transit Capital Grants Fund:
NC Congestion Mitigation and Air Quality (CMAQ) - Enactment of the attached project ordinance amendment unrecognizes and reduces $5,300,000 in CMAQ funds due to a duplicative entry.
