Overview: The purpose of this item is to recommend that the Council award a bid to Triangle Pond Management, of Raleigh, NC, for rehabilitation of select Town-owned stormwater control measure (SCM) facilities.

 

Recommendation(s):

That the Council:

                     adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, TRIANGLE POND MANAGEMENT, in an amount of $690,775.

 

Key Issues:

                     The Town contracted an engineering firm (AECOM) to inspect Town-owned stormwater control measures (SCM). The resulting report identified 31 Town-owned SCMs in need of rehabilitation.

 

                     Town has an obligation as a municipal separate storm sewer system (MS4) operator to maintain the Town-owned SCMs. This SCM maintenance contract is needed to comply with the State’s National Pollutant Discharge Elimination System (NPDES) permitting requirements.

 

                     The Town solicited formal bids for SCM rehabilitation and received one responsive bid. The town re-bid the project to a wider variety of contractors, and still received one responsive bid to the re-issued request for bid. A total of ten contractors were in attendance at a required pre-bid meeting.

 

                     Triangle Pond Management was determined to be the lowest responsive, responsible bidder.

 

Fiscal Impact/Resources: The project budget comes from the Stormwater Enterprise Fund in the amount of $690,775.

A RESOLUTION to AWARDING A CONTRACT FOR MAINTENANCE OF TOWN-OWNED STORMWATER CONTROL MEASURES TO TRIANGLE POND MANAGEMENT IN THE AMOUNT OF $690,775. (2024-05-15/R-5)

 

WHEREAS, thirty-one Town-owned stormwater control measures (SCMs) were identified as being in need of rehabilitation and maintenance; and

 

WHEREAS the Town of Chapel Hill has a responsibility as an operator of a municipal separate storm sewer system (MS4) to maintain its stormwater management facilities to adequately treat storm water runoff from municipal facilities, with this SCM maintenance contract being needed to comply with the State’s National Pollutant Discharge Elimination System (NPDES) permitting requirements; and

 

WHEREAS the Town received bid proposals from at least three responsive and responsible contractors to perform maintenance work on these thirty-one SCMs; and

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council award a bid and authorize the Town Manager to execute a contract with the lowest responsive, responsible bidder, TRIANGLE POND MANAGEMENT in an amount of $690,775.
