Open the hearing, receive public comment, provide feedback on the application, and continue the hearing to June 18, 2025.

ACTION/DECISION POINTS*

Council should consider asking the applicant to dedicate 30 feet of right-of-way along the northern site boundary as a condition of approval. The dedication is necessary to support plans for future regional connectivity. If right-of-way is not dedicated as part of this application, there will be no future opportunities to obtain it voluntarily. The applicant has shared that they’re willing to dedicate the right-of-way.

LEGISLATIVE CONTEXT*

The Land Use Management Ordinance, Town Code Appendix A Section 4.4 requires Council approval of any proposed zoning map amendment.

BACKGROUND AND CONTEXT*

The applicant proposes a multifamily residential development on a 13-acre site. Please see the Staff Report for more information.

TRADEOFFS, ALTERNATIVES, IMPACTS

The applicant has shared that dedicating the right-of-way could result in less affordable units and less total units. If right-of-way is not dedicated as part of this application, the cross-jurisdictional connection will not happen. Please see the Staff Report for an analysis of the right-of-way dedication.

Staff have reviewed the requested modification to regulations and find that the public purpose is served to an equivalent or greater degree.

COMPLETE COMMUNITY CONNECTION

The property is an infill site, adjacent to developed land, served by existing infrastructure, and near planned greenways. For more analysis of Complete Community considerations, please see the Staff Report.

COMMUNITY ENGAGEMENT

Engagement related to this project included one virtual public information meeting held on October 21, 2024. Staff mailed postcards with information about this meeting to property owners and occupants within 1,000 feet of the site. Staff have not received significant numbers of phone calls or emails regarding the project.
