Overview: This project would replace two existing grass soccer fields in Homestead Park with synthetic turf fields. On May 31, 2018, staff opened four bids for construction of the sub-bases of the two fields:
Astroturf Corporation $700,165
Carolina Green Corporation $1,332,217
Precision Turf LLC $693,875
Romeo Guest Associates $1,160,271

Recommendation(s): |
That the Council authorize the Town Manager to enter into a contract with Precision Turf, LLC in the amount of $693,875 for construction of the sub-base for the two fields.
That the Council also authorize the budget ordinance in the year end budget amendment item, which would increase the project budget to $1,505,277. Funds for the project are from Carolina Youth Soccer, Rainbow Soccer, 2015 Park Bond Funds and existing Town CIP funds.
Decision Points:
• To award the sub-base construction contract to the lowest responsible bidder - Precision Turf, LLC.
• Since the total cost for the project is expected to exceed the current budgeted funding level by $505,277, funding needs to be identified to cover the overage. Authorize the use of $416,755 from the Meadowmont CIP Projects and $88,522 from the Cedar Falls Tennis Court CIP project, to provide a total $505,277 to cover the overage, as outlined in the year end budget ordinance amendment tem.
Key Issues:
• The cost of the project is greater than expected due to construction oversight services, contingency, the higher cost of cork infill, and the higher cost of construction in general.
• We consider this project to be the highest priority item from the 2013 Comprehensive Parks Master Plan. We believe that the turf upgrade would impact the largest number of users and would have the greatest positive impact to revenues. For example in 2013, we upgraded the Cedar Falls Park soccer field from grass to synthetic turf. In the year following that project we were able to use the new field approximately 6 months more than if it had remained grass. Grass fields must have a long rest period in the winter and summer as well as during any periods when the fields are wet. In addition, the new field was used by 67,000 more people and revenues increased by $80,000 in the first six months of use.
Fiscal Impact/Resources: The total estimated cost for the project is $1,505,277. Funding would come from a combination of $288,522 from the 2015 Parks bond funds, $800,000 from private funds (Soccer Associations) and $416,755 from the Meadowmont CIP Projects The private funds were made available by Rainbow Soccer LTD and Carolina Youth Soccer, Inc. Per an agreement already authorized by the Council and executed, these groups will be repaid by waiving their field rental fees until such time as their contributions have been recovered.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH PRECISION TURF, LLC, IN AN AMOUNT NOT TO EXCEED $693,875 FOR CONSTRUCTION OF THE SUB-BASE FOR TWO SYNTHETIC TURF SOCCER FIELDS AT HOMESTEAD PARK (2018-06-20/R-7)
WHEREAS, the Town of Chapel Hill scheduled a bid opening for the Homestead Park synthetic turf project on May 31, 2018; and
WHEREAS, four responsive bids were opened; and
WHEREAS, the price of $693,875 was the lowest bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with Precision Turf, LLC, in an amount not to exceed $693,875, for construction of the sub-base of two soccer fields in Homestead Park.
BE IT FURTHER RESOLVED by the Town Council that the Town Manager is authorized to spend up to $1,505,000 for all aspects of the project including the initial construction contract, purchase of materials, and installation of turf, change orders, and construction administration without additional Council action.
