STAFF RECOMMENDATION*
That the Council:
• Enact the attached budget ordinance amendment to adjust the Grants Fund, Library Gift Fund, and Transit Fund; and
• Enact the attached project ordinance amendments to adjust the Transit Capital Grants Fund, Affordable Housing Fund, Transitional Housing Fund, Community Development Block Grant Fund, and Housing Capital Grants Fund.

ACTION/DECISION POINTS*
By enacting the budget ordinance amendment, the Council adjusts the budgets for the Grants Fund, Library Gift Fund, and Transit Fund. By enacting the project ordinance amendments, the Council adjusts the budget for the Transit Capital Grants Fund, Affordable Housing Fund, Transitional Housing Fund, Community Development Block Grant Fund, and Housing Capital Grants Fund.
LEGISLATIVE CONTEXT*
After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in North Carolina General Statute §159-15.
BACKGROUND AND CONTEXT*
Grants Fund:
FY 2027 Governor’s Highway Safety Program (GHSP) - Enactment of the attached budget ordinance amendment recognizes and appropriates $183,785 in GHSP funds to support the Town’s Vision Zero work.
ABC Grant - Enactment of the attached budget ordinance amendment recognizes and appropriates $35,000 to support Police Department alcohol law enforcement efforts.
Library Gift Fund:
LSTA Conference Scholarship - Enactment of the attached budget ordinance amendment recognizes and appropriates $1,615 for a continuing education scholarship.
UNC Work Study - Enactment of the attached budget ordinance amendment recognizes and appropriates $4,964 to support the UNC work study program.
Brick Donation - Enactment of the attached budget ordinance amendment recognizes and appropriates $1,000 to support the Library’s youth collection.
Unrecognize revenue - Enactment of the attached budget ordinance amendment reduces $9,875 in revenues and expenditures for funding not anticipated in the FY27 budget year.
Transit Capital Grants Fund/Transit Fund:
Community Project Funding - Enactment of the attached project ordinance amendment recognizes and allocates $850,000 in Federal Transit Administration (FTA) Community Project Funding as well a local match of $212,500 from the Transit Fund to address critical accessibility and safety needs at bus stops and shelters.
Affordable Housing Fund:
Interest Income - Enactment of the attached project ordinance amendment recognizes and allocates $19,470 in interest income to support eligible affordable housing development and/or preservation activities and projects.
Transitional Housing Fund:
Program/Interest Income - Enactment of the attached project ordinance amendment recognizes program & interest income of $76,661 and appropriates it for use to support substantial rehabilitation projects that staff have identified are needed, as well as critical and preventive maintenance as they arise.
Community Development Block Grant Fund:
Program Income - Enactment of the attached project ordinance amendment recognizes and appropriates $7,339 in program income for eligible community development and affordable housing activities.
Housing Capital Grants Fund:
2025-26 Grant Award - Enactment of the attached project ordinance amendment recognizes and appropriates $8,379 in additional HUD funding to be used toward the implementation of the 5-Year Capital Plan.
