Staff recommend Council approve the Public Housing Annual Plan and Five-Year Plan.

ACTION/DECISION POINTS

Council approves the annual plan and 5-YR plan, a HUD requirement.

LEGISLATIVE CONTEXT

The Town Council serves as the board of the Town’s Public Housing Authority (PHA), which oversees the Town’s public housing program. 

A PHA board is responsible for overseeing the overall operations and governance of a local housing authority, including setting policies, approving budgets, and ensuring compliance with regulations.

BACKGROUND AND CONTEXT

                     The Council has held two required public hearings prior to this meeting (March 29 and April 2, 2025); significant amendments from the public hearings are included in the annual plan/five-year plan prior to HUD submission.

                     HUD requires Council approval to signify that the Town will abide by the Annual Contributions Contract (ACC) for receiving operating and capital funding.

                     Submitting approved annual plans by April 17, 2025, is part of the ACC.

                     For Fiscal Year 2026, we plan to continue installing new appliances, renovating vacant and occupied units to modern standards, and build stronger ties with our residents through increased recreational, educational activities

                     For the next five years, we will continue to preserve our aging housing units, and spend available Capital Funds to address major issues such as flooring, siding and HVAC. We also plan to increase resident engagement by establishing self-sufficiency programming through strategic community partnerships.

A RESOLUTION to Approve the Town’s Public Housing Program Annual Plan and Five-Year Plan with Five-Year Capital Fund Plan (2025-04-09/R-8)

WHEREAS, approval of the Town of Chapel Hill’s Public Housing Program Annual Plan and Five-Year Plan (with Five-Year Capital Fund Plan) is mandated by the U.S. Dept. of Housing and Urban Development (HUD); and

WHEREAS. the Affordable Housing and Community Connections Department’s Public Housing Division gave proper notice and facilitated public hearings as required by HUD; and

WHEREAS, the resident leadership team comprised of persons representing the interests of the 12 public housing communities within the Town of Chapel Hill was afforded the opportunity to submit any significant amendments to the proposed plans made available Feb. 14, 2025, 90 days before the first of two held public hearings. 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council approve the Town’s Public Housing Program Annual Plan and Five-Year Plan (with Five-Year Capital Fund Plan) as described in the April 9, 2025, meeting materials.

BE IT FURTHER RESOLVED that Council directs staff to submit approved plans to HUD by its deadline of April 17, 2025.
